This portrait of Governor William Milliken, painted by Patricia H. Burnett, strikes a balance between traditional and contemporary. Though the governor acknowledged in interviews that he wanted his portrait to fit in amongst the older, more traditional portraits that populate the Capitol’s collection, he was also a supporter of the arts and appreciated a more contemporary aesthetic. Here, Burnett paints Milliken in a simple, traditional pose and positions him in his office, next to his desk. She includes items historically seen in gubernatorial portraits, such as a stack of books on the governor’s desk, the Michigan and American flags, the state coat of arms, and an armchair partially positioned in the frame.
Rather than paint in the traditional artistic style, however, Burnett uses a more modern approach. She employs saturated colors, incorporates prominent highlights and shadowing, and uses outlining in some areas, giving the entire piece a slightly graphic look. Some elements, like the design on the Michigan flag and the state seal on the front of the desk, have been simplified in an almost cartoon-like style. This piece may be partially inspired by the neo-pop art movement, which was just beginning to surface around the time of the portrait’s completion and similarly used saturated color and graphic designs. At the same time, there are also elements of the earlier expressionist movement incorporated here, particularly in the style of the painting’s background. Burnett uses colorful, loose brushstrokes to create movement and energy behind Milliken, though she surrounds his bust in lighter colors that turn the focus towards his face.
While elements of modern and contemporary art styles are present in Milliken’s portrait, and Burnett’s personal style shines through the entire piece, the artist has made sure to unify the painting by fitting these less conservative artistic choices within a traditional framework and design. This shows an understanding of Milliken’s personality and interests as well as the expectations for a formal gubernatorial portrait commission.
